load balance to peer messages in logs

Hi All,

I am facing an issue when the servers are configured in the primary and failover peer, I am unable to get leases and in the logs I am seeing as below

 DHCPDISCOVER from 57:5f:ff:00:00:01 via 172.16.0.19: load balance to peer failover-peer

The pool is not filled on the server and it has a range of 250 available IP's and failover is configured with 50-50% percentage, Does any have faced same issue or know about when do get above such logs

Any help would be much appreciated
