Its pretty easy.

Here is a practical example from a Calix ACS URL (distribution of tr69 URL via DHCP):
option space CALIXGS;
option CALIXGS.acs-url code 1 = text;
option CALIXGS.acs-url "
https://gcs14.calix.com:8443/123adskfjalskdf1/2kjakldfow";
