Your proposal can work when modify the definition in .conf together. The ip6-address should be "array"
       option space iplist code width 2 length width 2;
       option iplist.ctip code 1 = array of ip6-address;
       option vsio.iplist code 43793 = encapsulate iplist;
I can get two IP address from iplist.ctip. But this isn't the answer I want.
 
The IP address has fixed size. It is easy to calculate how many IP address is sent. But if the content in the D6O_VENDOR_OPTS is url instead of IP. 
The only way to send more than one url is using more than one sub-options.
